CBD Flowers in Czechia 2026: Legal Classification and Health Risks

A “CBD flower” label does not establish that a product is safe, THC-free or lawful for every use. Its actual composition and intended use matter. This article was reviewed on 9 September 2026.
What the 1% figure does and does not tell you
Czech Police describe cannabis with up to 1% THC by weight within their discussion of technical and non-psychoactive products. They also stress checking the actual composition of CBD products. That description should not be read as a blanket approval for every flower, extract, food or inhaled product carrying a CBD label. Czech Police: cannabis and cannabis products.
Food law is a separate consideration. In a May 2025 information response, the Czech food inspectorate confirmed that it had imposed sanctions, withdrawals and other measures for CBD foods that breached EU novel-food rules. CBD does not mean risk-free
In February 2026, EFSA published a provisional safety assessment limited to certain highly purified CBD food-supplement formulations. It does not establish a safe amount of CBD flower to smoke or vape. EFSA identified continuing evidence gaps and could not establish safety for people under 25, pregnant or breastfeeding people, or people taking medication. EFSA’s 2026 CBD assessment.
CBD can also interact with medicines and affect the liver. Discuss CBD with a clinician or pharmacist if you take medication; do not replace prescribed treatment with a retail product. Product names can conceal different substances
EUDA’s 2026 report describes cannabinoid products containing undeclared substances and variable concentrations. It is therefore unsafe to infer a product’s effects from the words “hemp”, “CBD” or “natural” alone. EUDA: new psychoactive substances, 2026.
