Czech Cannabis Home-Growing Law 2026: The Three-Plant Limit

The Czech personal-use reform includes a three-plant exception with age and property conditions. It does not authorise production for other people. This explanation concerns the legal framework, reviewed on 9 September 2026.
The conditions are part of the rule
The government’s published explanation describes the exception as applying to adults aged 21 and over, for their own use, on property they own or to which they have another legal relationship. Physical access to a garden or building should not be confused with a legal right to use it. Government policy committee record, page 4.
The same explanation distinguishes the plant-count bands:

These are plant-count thresholds, not a guarantee that all other conduct is lawful. The exception does not apply to people under 21. Government explanation, page 4.
Plants and stored cannabis have separate limits
A permitted number of plants does not remove the separate possession ceiling. The government’s framework distinguishes 100 grams in one’s dwelling from 25 grams outside it. See the possession-limit table for the corresponding offence boundaries. Government explanation, page 4.
Personal use does not authorise giving or selling
A March 2026 Czech Police explanation explicitly states that the personal-use exception does not permit giving the cannabis to other people or selling it. A permitted plant count therefore does not establish permission to supply a friend. Czech Police: explanation of the 2026 change.
